APPLICANT REQUESTS THAT:
Her duty title and location be corrected to reflect Chief,
Commanders Action Group (CAG), 37th Training Wing, Joint Base
San Antonio (JBSA)-Lackland, TX.

APPLICANT CONTENDS THAT:
Her duty location currently reflects Ft Sam Houston which is
incorrect. She can provide a copy of her Officer Performance
Report (OPR) if needed.
Someone was not paying attention in updating her duty
information.
The applicants complete submission is at Exhibit A.

STATEMENT OF FACTS:
The applicant is currently on active duty serving in the grade
of major (O-4).
Her OPR for the period ending 28 Aug 2012 reflects her duty
title as Chief, CAG, with duty location at 37th Training Wing,
JBSA-Lackland, TX.
According to her Officer Selection Brief (OSB), her duty title
and duty location for this period reflects, Chief, CAG, 383rd
Training Wing, Ft Sam Houston TX.

THE AIR FORCE EVALUATION:
AFPC/DPANN recommends denial. The applicant was placed on
Permanent Change of Station (PCS) to the 383rd Training Wing, Ft
Sam Houston, TX. Based on her duty history, it appears on
arrival she was placed in the CAG at JBSA-Lackland. This move
would have required a no cost/low cost Permanent Change of
Assignment (PCA) action. DPANN did not receive nor approve such
a request from the applicants unit. Generally, DPANN would not
approve a request to move a nursing instructor to a non-nursing
executive or CAG authorization. In this case, DPANN does not
concur with the request nor are functionally able to make the
change retroactively.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:
On 31 Oct 2013, a copy of the Air Force evaluation was forwarded
to the applicant for review and comment within 30 days. As of
this date, this office has not received a response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We note the Air Force office
of primary responsibility recommends denial stating that they did
not receive or approve a request for a no cost/low cost PCA
action; however, based on her OPR, it appears she was reassigned
to the CAG at JBSA-Lackland and actually performed the duty as
reflected in her OPR. As such, it is our opinion that the
applicants duty history should correctly reflect the duty title
and duty location as performed and documented on her OPR.
Therefore, we recommend her duty history be updated to reflect
that she performed duties as Chief, Commanders Action Group, 37th
Training Wing, Joint Base San Antonio-Lackland, TX from 28 Feb
2012 through 31 Mar 2013; and that the assignment was a no cost
Permanent Change of Assignment. Accordingly, we recommend the
record be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show her duty
history in the Military Personnel Data System (MilPDS) was
updated to reflect Chief, Commanders Action Group, 37th
Training Wing, Joint Base San Antonio-Lackland, TX effective
28 Feb 2012 through 31 Mar 2013 rather than Chief, Commanders
Action Group, 383rd Training Wing, Joint Base San Antonio-Ft Sam
Houston, TX; and that the assignment was a no cost Permanent
Change of Assignment.
